PLGC formed in 2023, is a Category 4 Approved Small Business Enterprise
(SBE) that offers a full range of engineering, administrative, management
and licensed operator services for public and private sector clients. 

Our services range from detailed engineering design and design-build project delivery to facility condition assessments, program operational reviews, procurement process and technical bid specification development, regulatory compliance support, implementation of best practices in facilities engineering and management, construction management, program development, program management, construction claims review, operational and capital budget development, planning, licensed wastewater treatment and collection system operations.

We are currently serving major public and private sector clients in the tri-state area, and are licensed engineers in   New Jersey, New York, Pennsylvania and Virginia.

Recreational Facility Condition Assessments

Conducted comprehensive condition assessments for a major city’s recreational portfolio, encompassing six diverse indoor and outdoor aquatic centers. A highlight of the engagement was the inspection of New Jersey’s largest indoor Olympic-grade pool, featuring a complex retractable roof system that facilitates seamless year-round use

Water Supply Assessment and Design

Evaluated the potable fire water service and hydrant network at an 85 MGD secondary wastewater treatment facility. Developed a dual-track maintenance strategy addressing immediate repair needs and long-term capital improvements, supplemented by a formalized seasonal hydrant flushing and preventative maintenance protocol

 Sewer Collection System  Repair

Provided technical and logistical support during a high-priority emergency sewer repair. Balanced the utility's operational needs with private property concerns by designing a rapid site-restoration strategy and facilitating successful negotiations that avoided litigation and resolved all owner claims

Emergency Abatement and Restoration

Provided comprehensive project management for the mold remediation and environmental restoration of a public ice skating arena. Orchestrated an aggressive 21-day schedule to complete 17,000 Sq. Ft. of abatement, manage humidity-sensitive ice-bed restoration, and ensure the facility met all safety standards for immediate public use


Water System Design

 

Completed the full-scale design and permitting for a manufacturing plant's fire line replacement. Oversaw hydraulic remote area calculations, fire pump and RPDA specification, and the integrated design of site utilities, including a new electrical service and 'hot box' enclosure


Value Engineering - Lead in Construction 

Spearheaded the structural assessment and design for the restoration of a lead painted industrial spiral steel staircase following a collapse caused by severe oxidation. By prioritizing a high-integrity restoration over a full replacement, delivered a value-engineered solution that saved the client $150,000 in capital costs and three months in project lead time

We provide 24/7 Emergency Professional Engineering services, offering rapid technical response and on-site leadership for critical infrastructure failures throughout New Jersey.

Demonstrating our rapid mobilization capabilities, PLGC recently managed a critical emergency for a client facing multiple pipe ruptures during a record cold snap. Our team coordinated the necessary technical experts to stabilize the site and initiate immediate restoration activities, protecting the client’s assets from further damage and maintaining basic operations

Ordinance Review and Codification 

Conducted a systematic review and update of municipal water and sewer ordinances to memorialize evolving operational standards. Strategically revised critical sections regarding enforcement and penalties to ensure the utility’s fee structures remain competitive and legally defensible, bringing the department in line with regional utility standards

Bid Specifications

Developed a robust suite of on-call building trade and maintenance specifications to streamline operations for a public housing portfolio. The integrated scope covered occupied unit rehab, structural repairs, and specialized environmental services (biohazard/abatement). Facilitated the full competitive bidding phase, ensuring all IDIQ contracts met the Agency's rigorous standards for compliance and performance
